For a case to make it to the Supreme Court, it needs to go through a series of steps. When a lower court case ends, the losing party can request an entry for the courts calendar to appeal. Since the Supreme Court is essentially a court of appeals, the justices are able to review cases and decide if they are able to provide a different view on constitiutional law but they only hear around 80 cases a year.
